Subject: 6522 power-up state

I've been trying to sort out the power-up/reset state of the 6522 VIAs
for my emulator recently.  Now someone has provided the information, I
thought I'd share it...

    All registers should be set to zero, apart from the clocks and latches
    and the shift register, which are random.

Though I haven't implemented this yet (I'm recoding some stuff to make
hardware resets easier to handle), it does look sane.
