I like this idea.

Make them freely available and distributable for use in freely available
emulators only.  Retain copyright but acknowledge that they may be
used in this context.  Along the same lines as the GNU Copyleft, I guess
(Yes, I do realise that the Copyleft allows commercial use, before anyone
points that out).
